R&D Center as Nearshore Advantage: Why Certified R&D Matters for Clients

How Deka's government-certified R&D center ensures innovation and IP protection for nearshore clients — tax incentives, research capacity, and talent retention.

When enterprise clients choose a software engineering partner, they are choosing more than a delivery team. They are choosing an innovation pipeline — the mechanism through which new capabilities will be conceived, validated, built, and protected over the lifetime of the relationship. Deka Technology's government-certified R&D center is the institutional foundation of that pipeline: a formal research and development environment recognized by the Turkish Ministry of Industry and Technology, operating under the legal and regulatory framework of the Turkish R&D Law (Law No. 5746).

What Government Certification Means in Practice

R&D center certification under Turkish Law 5746 is not a marketing label. It requires formal documentation of research activities, qualified researcher headcount minimums, dedicated physical R&D space, and annual reporting to the Ministry of Industry. Certified R&D centers receive significant tax exemptions: R&D personnel salaries are income-tax-exempt, corporate tax deductions apply to R&D expenditures, and VAT exemptions reduce the cost of R&D inputs. These structural advantages reduce Deka's cost base for genuine innovation work — and we structure our commercial model to pass a portion of these savings to enterprise clients through competitive pricing on product development engagements.

Our R&D center certification is not a tax optimization scheme. It is the institutional framework that enables us to sustain a growing engineering team working on leading-edge problems, attract graduate researchers from Istanbul's top technical universities, and protect the IP we create on behalf of clients.

IP Protection Framework for Enterprise Clients

Intellectual property ownership is one of the most consequential decisions in any product development engagement. Deka's default position: client-commissioned development belongs to the client. Every engagement begins with an IP assignment agreement that is unambiguous: software, architecture designs, documentation, and training data created under the engagement are assigned to the client upon final payment. Our R&D center work — research outputs, reusable frameworks, and methodology libraries developed outside the scope of any single client engagement — remains Deka IP, as does standard library code we contribute back to open source.

For engagements where Deka product components (DekaFlow, FieldSales, Commerce) are licensed rather than built bespoke, the licensing terms are defined with equal clarity: clients receive perpetual use rights for agreed versions, source escrow is available on enterprise contracts, and the licensing agreement survives any change in Deka's ownership or control.

Products Incubated in the R&D Center

Three commercial products emerged from Deka's R&D center:

  • DekaFlow: B2B workflow automation platform. Originally prototyped as an internal tool for managing multi-client project workflows, evolved into a commercial product with an API-first architecture and native DACH market configuration.
  • FieldSales: Mobile-first field sales management platform for FMCG and distribution clients. Developed in response to a recurring pattern we observed across consumer goods clients: every organization was building the same visit scheduling, route optimization, and activity reporting capabilities from scratch.
  • Commerce: B2B commerce platform engineered for peak-traffic resilience on Kubernetes. Designed to address common failure patterns in e-commerce systems that cannot sustain seasonal load spikes.

Talent Retention Through R&D

Istanbul's senior engineering talent has choices. The R&D center is part of our answer to the talent retention challenge: it provides the intellectual environment — research problems, publication opportunities, graduate research partnerships with Istanbul Technical University and Boğaziçi University — that keeps senior engineers engaged beyond the next offer. Our engineering organization includes a dedicated R&D team that rotates members with client-facing project teams, creating knowledge transfer in both directions.

Innovation Pipeline for Enterprise Clients

Enterprise clients with long-term Deka relationships gain access to the innovation pipeline in a structured way: quarterly technology briefings on emerging capabilities relevant to their industry, priority access to beta versions of DekaFlow and FieldSales releases, and the option to co-fund specific R&D tracks — with joint ownership of resulting IP. This model enables co-innovation with enterprise clients across areas such as computer vision quality control, anomaly detection in supply chain data, and NLP-based regulatory document parsing.
