Azure Migration for Turkish Enterprise Clients: Our Playbook

Azure cloud migration for large enterprises is not a technology problem — it is a change management problem with a technology component. The organizations that struggle aren't struggling because Azure is difficult; they're struggling because migration decisions made without a structured framework accumulate into an incoherent cloud environment that costs more than the on-premise infrastructure it replaced, runs with worse reliability, and requires a larger team to operate. This five-phase playbook consistently avoids these outcomes.

Phase 1: Assess

Assessment is the phase most organizations rush, and the phase that most determines migration success. A proper assessment covers four dimensions:

  • Application portfolio analysis — Every application catalogued with its dependencies, data flows, compliance requirements, and business criticality. Azure Migrate is a useful starting point, but it doesn't replace architectural conversations with application owners.
  • Total cost of ownership baseline — The true cost of running on-premise infrastructure, including hardware depreciation, power, cooling, space, and the labor cost of operating and patching systems. This baseline is essential for FinOps governance in later phases.
  • Compliance and data residency mapping — For Turkish enterprises, BDDK (Banking Regulation and Supervision Agency), KVKK (Turkish Personal Data Protection Law), and sector-specific regulations determine where certain data can and cannot reside. Turkey has Azure region coverage (Azure Türkiye) that addresses most residency requirements, but the mapping must be explicit and documented.
  • Team readiness assessment — Azure migration fails when the operating team lacks the skills to run what the migration team built. Skills gaps identified in assessment become training investments, not surprises at handover.

Phase 2: Plan

Planning produces three primary artifacts: the migration wave plan, the Azure Landing Zone design, and the FinOps framework.

The migration wave plan sequences workloads into migration batches based on dependency mapping (don't migrate an application before its database), business risk tolerance (start with dev/test and non-critical systems, not production ERP), and team capacity. We typically run 6–8 week waves with a 2-week stabilization period before the next wave begins.

Azure Landing Zone is the governance foundation: management groups, subscription structure, policy assignments, network topology (hub-spoke with Azure Firewall or NVA), identity integration (Azure AD Connect or Entra ID), and monitoring baseline. Building this correctly before the first workload migrates is what separates managed cloud environments from ungoverned sprawl.

Phase 3: Migrate

For each workload, the migration approach is selected from a decision matrix:

  1. Rehost (Lift & Shift) — Move the workload as-is to Azure VMs. Fastest, lowest risk, but doesn't capture cloud-native efficiency benefits. Appropriate for stable legacy applications with no near-term development plans.
  2. Replatform — Minor modifications to leverage managed services: replace SQL Server on VM with Azure SQL Managed Instance, IIS on VM with Azure App Service. Captures operational efficiency without architectural change.
  3. Refactor — Architectural changes to use cloud-native services: containerize applications, adopt Azure Service Bus, implement autoscaling. Higher effort, highest long-term value.
  4. Retire — Applications with no active users, duplicated by other systems, or at end-of-life are decommissioned rather than migrated. Typically 10–20% of enterprise portfolios fall into this category.
The most common mistake in enterprise migrations is defaulting to Rehost for everything because it is fast, then paying the cloud cost premium on oversized VMs indefinitely. A structured approach with right-sizing and selective replatforming typically saves 25-35% on cloud spend compared to a pure lift-and-shift approach.

Phase 4: Optimize

FinOps is not a post-migration activity — it begins at day one of migration. In practice, optimization spans three areas:

  • Right-sizing — Azure Advisor and custom utilization scripts identify VMs operating at less than 30% CPU and memory utilization, the most common source of waste in lift-and-shift migrations
  • Commitment pricing — Azure Reserved Instances and Savings Plans for predictable workloads, reducing compute costs by 30–60% compared to pay-as-you-go
  • PaaS substitution — Replacing IaaS components (VMs running databases, middleware, caches) with managed Azure services that cost less to operate and require less team attention

Phase 5: Govern

Cloud governance is what makes a migration sustainable at 24 months, not just at 6. Our governance framework includes monthly FinOps reviews (budget vs. actuals, cost anomaly alerts), quarterly architecture reviews (ensuring new workloads follow Landing Zone standards), a change management process for policy updates, and a defined Cloud Center of Excellence that owns the platform and mentors application teams adopting cloud-native patterns. For Turkish enterprises specifically, ongoing KVKK compliance monitoring and periodic BDDK alignment checks are integrated into the governance cadence.
